Surrey Council launches early excavation pilot program to accelerate new housing

Surrey City Council has endorsed an early excavation pilot program to expedite multi-family housing construction by allowing "excavation only" permits before final rezoning and development approvals. This initiative aims to address urgent housing needs and streamline project timelines, with around 25,000 of the 43,000 conditionally approved housing units potentially eligible. The program will ensure safety and environmental standards are met. Additionally, amendments to density bonus policies for the City Centre were approved to align with provincial legislation and promote growth.
